Google and Meta will not take most dispensary ad dollars, and every adult-use state adds its own rules on top. That still leaves real channels: connected TV, geofencing, programmatic display and video, direct mail, and the owned channels you control. This guide covers where licensed dispensaries can advertise, how 21+ targeting works on each channel, and how to tell which spend actually brings shoppers through the door.
A restaurant can open a Google Ads account on Monday and have customers by Friday. A dispensary cannot. The largest self-serve ad platforms set their cannabis policies nationally, so they stay restrictive even in states where adult-use sales are fully legal. On top of that, each state regulator decides who your ads may reach, what they may say, and where they may appear.
The practical result is that dispensary advertising runs through a smaller set of channels: inventory sold by cannabis-approved demand-side platforms, physical media like mail, and the owned channels where you hold the customer relationship. Each of those channels can reach 21+ adults with real precision. The skill is in picking the right mix for your market and measuring it honestly.
For a deeper look at the platform restrictions, read how to advertise cannabis without Google or Meta and our dispensary advertising compliance guide.
Google's ad policies restrict ads that promote cannabis. The narrow exceptions, such as certain certified hemp-derived CBD products in a few states, do not cover THC products sold in a dispensary. Organic listings and your Google Business Profile are separate and still matter.
Meta's advertising standards prohibit ads that promote the sale or use of cannabis. Organic pages are allowed, but paid campaigns pointing to THC products are routinely rejected and repeat attempts can get an ad account restricted.
Most adult-use states require ads to run where the audience is reasonably expected to be 21 or older, usually expressed as a minimum share of the audience. Thresholds and documentation rules differ by state. Age-verified segments, adult demographic filters and a website age gate are how each channel meets them.
States also regulate required warnings, health claims, imagery that could appeal to minors, outdoor and billboard placement, and distance from schools. These rules change as regulators issue new guidance.
This page is general information about how advertising channels treat cannabis. It is not legal advice. Before you launch, confirm the current rules with your state cannabis regulator and talk to cannabis counsel. Our dispensary compliance checklist is a useful starting point for that conversation.
Paid channels bring in shoppers who have never visited. Owned channels turn them into regulars. We manage both, so the shopper a CTV spot or geofence brings in lands in a loyalty program and an email and SMS program that keep paying back every month. Each channel is available on its own or as part of an omnichannel plan.
No single channel does everything. Paid channels differ mostly in how they find a 21+ audience, and owned channels differ in what consent they need. Use this table to see where each one fits, then try the picker below. For a closer head-to-head on two of them, see geofencing vs programmatic and email vs SMS.
| Channel | Good for | How it targets 21+ | Typical use |
|---|---|---|---|
| Connected TV | Brand awareness and reach with a high-attention, non-skippable format | Age-verified household segments, zip codes, interest and behavior signals | New store launch, entering a new market, defending share against new competitors |
| Geofencing | Winning shoppers who already buy cannabis nearby | Device location at competitor stores and venues, layered with adult audience data | Conquesting competitors, events, busy retail corridors around your store |
| Programmatic | Full-funnel acquisition of net-new shoppers | Verified cannabis consumer audiences and contextual placements on cannabis-approved platforms | Always-on display, pre-roll and DOOH blended into one flight |
| Direct mail | Owning a neighborhood with a physical offer | USPS routes filtered by adult household demographics, 21+ language on the piece | Grand openings, coupon drops, reaching households that ignore digital ads |
| Email and SMS | Repeat purchases and monthly revenue from existing customers | Opt-in lists collected from age-verified customers; SMS needs written consent | Drops, weekly deals, welcome, winback and post-purchase automations |
| Loyalty | Visit frequency and order value | Members enrolled at the register after ID check | Catching every new shopper that paid channels bring in |
| Leafprint | Seeing who visits your site and which sources bring buyers | Works on traffic to your age-gated site; outreach still follows consent rules | Building audiences, follow-up where permitted, judging ad quality |
What do you need most right now?
A blended programmatic flight of display, pre-roll and DOOH, plus CTV in your trade area, reaches 21+ cannabis consumers who have never shopped with you. Connect it to your loyalty program so each first visit turns into a member.
Impressions are not revenue. Every channel we run reports against a number you can check against your own POS, on a monthly basis, using an attribution window we name before launch. Read more in our cannabis advertising attribution guide and the cannabis marketing metrics resource.
For CTV, geofencing and programmatic, devices that saw an ad are matched to verified visits at your address, with dwell-time filters to remove pass-by traffic. It is the industry-standard method for paid media that does not end in an online checkout.
Total spend divided by attributed store visits gives you a real acquisition cost you can compare across channels, instead of comparing click rates that do not translate to a register.
Retargeting re-sells to people who already know you. We report net-new shoppers separately, because that is the number that shows whether advertising is growing the store.
Email and SMS revenue counts only when a recipient engaged with the campaign and bought inside the stated window. No halo-effect accounting. See how we do it on our case studies page.
Direct mail and some paid placements carry a unique offer, so redemptions at the register tie straight back to the piece that drove them.
When a new shopper joins the loyalty program, we can value the campaign by tracked customer lifetime value, not just a first order. That is where paid acquisition earns its keep.
